mrmpanel 0.1.29 — delete user/mailbox, plan backfill, docs

Delete hosting users and mailboxes from the panel, seed plans on upgrade, and publish plans/dashboard docs. Still experimental.

Current install line is 0.1.29. Safety rollback for this work: branch safety/pre-0.1.29 / tag v0.1.28.

Since 0.1.28

Delete hosting user in the admin Users page (refuses if sites, domains, or mailboxes still exist; optional remove home)
Delete mailbox for admin and hosting users (docker-mailserver email del -y)
plans.json seeded on upgrade; users missing plan_id backfilled to Unlimited

mrmpanel is early software. Expect bugs and breaking changes. Use a fresh VPS you can wipe. Backup before --force upgrades: sudo mrmpanel-backup.
